You could try fabric paint, dyeing would require submerging it in water and may rust the moving parts.

Q: Does this Parasol come with a protective sleeve (when not in use)?

No, It does not. Comes shipped with a clear plastic sleeve that you can use like a protective sleeve though. Mine was also shipped in a thick cardboard fitting tube that can be used to store.

Q: Can it fit in a purse? Can it get wet if it rains?

Depends on how big your purse is, but for most purses, probably not. It will get wet if it rains. It’s for keeping the sun off you, not the rain.
