Q: Is it possible to have this custom made so the inner diameter is 4.7" and the outer diameter is 8.5"?

You would have to find a manufacturer to custom design for you and I would imagine the costs would be prohibited.

Q: Will this work for covering a gap in the ceiling when installing a pendant light or is this only to be used for recessed lighting?

Yes I don't see why it wouldn't work for that as well. You will still need to rely on the light box to secure the weight of a pendant light.

Q: My cans are 7.5" OD. Will these work?

I ordered to use because my cams were 7.5 however the cut out was almost 8 inches I needed to cover the difference and they work perfectly. I did use the covers that came with the 7.5 inch cams as well they actually sat on top of the 8” ring
