Yes and no. Waist high, where it belongs. Leg holes on legs, where they belong ,not up in your armpits like some types. Just normal granny-panties and I love them!

Size 9 or possibly 10. I wear size 14 slacks and jeans and wear size 9 in these panties.

I am a 2X, sometimes 3X if the pants are a slimmer fit. I ordered a size 12 panty. They are loose so I probably could’ve ordered and 11. I hope that helps.

Q: Do they have elastic in the leg holes?

No there isn't any elastic around leg holes. Just at the waist. Very comfortable undergarment.
