Q: Do the wires have to pull through or can the fabric wrap around them? I need something that can wrap, not pull through.

It closes with Velcro the whole length, so yes you can wrap around the cords/wires. I found it easiest to open and wrap smaller portions at a time... and if you zip tie the cords first, it makes it very quick and easy.
